Here is the story, from Tom Fahey, of the Union Leader:

Lynch launches last-minute rescue
By TOM FAHEY

CONCORD – Gov. John Lynch yesterday launched a rescue effort for a constitutional amendment on school funding.

Lynch persuaded members of the state Senate to suspend their rules so that an amendment can be introduced before the end of this month.

Lynch said shortly after a 17-7 vote in the Senate that he had spoken to Senate members about the importance of keeping a constitutional amendment alive.

Lynch has said he hopes to pass an amendment that would allow the state to more easily target aid to needy school districts at the same time it recognizes that the court has a role in school funding issues.

A Small Piece of Liberty Saved - NH Senate KILLS Mandatory Seatbelt Law!

EXCELLENT! WELL DONE NHLA AND ALL WHO OPPOSED THIS INSANE BILL!

Here is the report, by John DiStaso, of the NH Union Leader:

Concord – The state Senate late this afternoon rejected mandatory seat belts for all ages, voting 16-8 against passage of House Bill 802.

The vote kept New Hampshire the only state in the country without such a requirement.

The bill had passed the House 153-140 on April 4.

Gov. John Lynch had not given his opinion of the bill, and the Senate vote today saved him from being forced to do so, at least for now.

Six of the 24-member Senate’s 14 Democrats joined all 10 Republicans in rejecting the bill.

Insurance Price Controls in NH Are Defeated - Should NEVER Have Been Proposed

As reported late yesterday by the Union Leader, health insurance price controls have been stopped in NH. They should never have been proposed. No free society can afford such irrational and destructive thinking to make its way into a governing body.

Here is the article:

(THANKS Joel Winters!)

IN AN astonishingly clear-headed report, the House Commerce Committee last week recommended killing Senate Bill 220, a bill to establish a committee to decide whether the state should create a commission to impose price controls on health insurance rates.

Mandatory Seatbelt Law Could Be Passed Today, May 31 - Watch This Site

The Conspiracy will update later today with the result of the possibly disastrous vote on mandatory seatbelt legislation in the NH Senate. Given the makeup of the Senate, it will only be due to outcries from constituents that this piece of noxious regulation is defeated.

You might want to call your Senator's office before 9:30 am.

We will provide the information to you when it becomes available.

Wall Street Journal Exposes Economic Idiocy of Having the Feds Dictate Immigration and Hiring Policies

In a free nation, businesses are FREE to hire whom they wish.

Coming soon to the Conspiracy, historical facts that support the thesis that there is no constitutional federal role for controlling immigration, that it was designed by the founders to be a state purview. We will also provide a systematic look at why state control of immigration would give us a better economy.

Here is the opening of the Journal piece:

The Legal Visa Crunch
The Senate bill is worse than current law for skilled immigrants.

Wednesday, May 30, 2007 12:01 a.m. EDT

The Senate immigration bill continues to take lumps from all political sides, with some criticisms more deserving than others. The vote last week to halve the size of a guest-worker program for low-skilled workers is a big step in the wrong direction; skimping on visas will only lead to more illicit border crossings. But the bill's handling of high-skilled immigration is even more troubling: The proposed changes are worse than current law.

Stunning - The USDA Is Trying to STOP a Private Cow Breeder from Testing All His Stock for Mad Cow Disease!

This is one of the most incredible examples of government oppression and backwards thinking in years.

The Bush Administration is actually trying to PREVENT a private beef provider from testing all his herd for Mad Cow Disease. The USDA is taking the man to court, and wants no more than the 1% that it tests!

The USDA is, prima face, absurd, unconstitutional according to a strict reading of the interstate commerce clause (which was designed to stop tariffs by one state on the products of others, not to give the federal government power over all interstate trade), and has often been shown to suppress the incentives for people to be vigilant for their own well-being. There has never been a more obvious example of why the USDA is not only bureaucratic and slothful, but counterproductive and dangerous.

UK Prepares Test Tracking System for Road Fees

Great Britain will soon initiate a test program for tracking and charging drivers on certain high-traffic routes in England.

While some will worry about the privacy concerns raised by such a system, others may believe that this "pay-as-you-go" system is at least a step closer to a user fee, thus eliminating the subsidization that occurs in most government-run road systems (i.e. drivers and people who rarely, if ever, use a particular system are paying in taxes for that system, and subsidizing those who use it frequently.)

This is true, but must be considered with this caveat: while we agree that the drivers using the roads or train systems that are run by the government are often subsidized by those who do not use them, those costs are already higher than what the free market would charge, so everyone is getting burned. In addition, initiating this "pay-as-you-go" system will merely inspire the government planners to hire more bureaucrats, not decrease costs. Spending will RISE with more money coming into the program run by the government until spending exceeds income, and higher taxes and higher user fees are imposed.

NH Senate Passes Rejection of Federal REAL ID Act... A Mitigated Success Due to Attached Bill

On Thursday, May 24, the NH Senate passed by a vote of 24-0 HB 685, which would pull NH out of the federal REAL ID act. This absolutely phenomenal move stands with the actions of a handful of other states that recognize as absurd the unconstitutional and economically backwards move by the federal government to force the states to adopt federal guidelines for their drivers' licenses. These guidelines would have included private data on the IDs, which would have been needed to board planes and/or trains, or enter federal buildings. The growing groundswell of opposition to this federal move -- the feral brainchild of Jim Sensenbrenner -- represents a push back against Sensenbrenner and people like US Senator Judd Gregg, who sent his acolytes to NH to lobby FOR REAL ID.

Congress May Lift Ban on Local Taxation of the Internet and Wireless Devices

Dispensing with the Constitutional questions arising from a federal ban on state and local internet taxation (see cases such as the NY "Miln" case from the 19th century for an example of the byzantine nature of some commerce issues), the Conspiracy needs to draw your attention to the simple economic threat of possible state and local taxation on the internet and wireless devices. In NH, we are no longer immune to big spenders in our state capital. Note this article from CNET for more information, and then tell your US reps and senators what you think!!

The Republican Debate over Ron Paul at the Debates

Texas Congressman and Republican Presidential Candidate Ron Paul has received a great deal of criticism from fellow Republicans for suggesting that our continuted US presence in the Middle East has given terrorists like bin Laden fuel to recruit supporters.

Of all websites, Slate has a good commentary on it. Check it out and look at the links to which Republicans are circulating petitions to keep Paul out of future debates, by clicking this link:

Federal Hate Crimes Legislation Creeps Closer and Closer...

Today the White House promised to veto HR 1592, the Local Law Enforcement Hate Crimes Prevention Act of 2007. No doubt, the bill’s supporters will accuse opponents of being “haters” and not being tough enough on crime. However, the 14th Amendment of the Constitution promises us all equal protection under the law. Are some victims more equal than others?

"Beautiful Chaos" hits the von Mises Institute! Feel Free to Read the Piece on Anarchy and Natural Rights...

Thanks once more to the von Mises Institute for their excellent handling of Gard's large piece, "Beautiful Chaos", which was originally designed to be the final chapter a book he is finishing. Many thanks to the von Mises Institute for Their Attention to this Issue: Congress Gives Up Habeas Corpus Power

As we have been able to expect from the team at the Ludwig von Mises Institute, they have come through once more, not only covering matters of economic importance, but also keeping an eye on constitutional matters. The latest piece on Congress ceding its control over habeas corpus is a good example of their diligence. Read El G's piece there, by hitting this link:

The UK DOCUMENTARY THAT SMASHES ANTHROPOGENIC GLOBAL WARMING RELIGION IS VIEWABLE FROM THIS LINK

With great thanks to Dutch fellow Conspirator Andre Somberg, we would like to draw your attention to something that has been out on the web for the past few days, and deserves multiple viewings, recommendations and high praise.

Shortly after attending the NH Liberty Forum between February 22 and the 25th, Andre mentioned that there was a documentary coming to British television that would surprise many people. Entitled "The Great Global Warming Swindle", the program is authoritative and solid in the science. It features scientists who were once attached to the UN IPCC (Intergovernmental Panel on Climate Change) and who left in disgust over the political agenda they saw, and it also features many speakers who have appeared on "Against the Grain" and who have sound files available in our archives.

As Expected-Gonzales and Bush Admn Hide Rampant Warrentless Wiretaps, National Security Letters Used Contrary to Law and Const.

Let's allow NH Senator John Sununu to say it. His call for Gonzales to be fired has framed the issue well. Here is the text of his statement:

_________

During the next two years, our nation must address critical questions affecting the investigation, pursuit and prosecution of terrorism at home and abroad. In this effort, we must have a strong, credible attorney general who holds the confidence of Congress and the American people.

I do not believe Alberto Gonzales can fill that role. The president should fire the attorney general and replace him as soon as possible with someone who can provide strong, aggressive leadership prosecuting the war on terrorism, running the Department of Justice, and working with the president and Congress on important homeland security matters.

CA Appeals Court Rules Dying Woman Can be Prosecuted under Federal Statute for Using Marijuana -- States' Rights Disregarded

Once more, the unconstitutional federal drug prohibitions have been upheld by judges who seem more interested in serving political agendas than in serving justice or the US Constitution.

In a continuation of a case that went to the Supreme Court two years ago, a 41 year old woman suffering from a tumor and scoliosis tried to bring a new defense to the table. She was rebuffed again. Here is the article from the AP:

SAN FRANCISCO -- A California woman whose doctor says marijuana is the only medicine keeping her alive can face federal prosecution on drug charges, a U.S. appeals court ruled Wednesday.
