Yes. Gard's hard drive seems to have suffered a catastrophic failure. He is hoping to at least recover some of the important data on it. Meanwhile, he has lost two pods, one of which he has re-done and one of which (an interview with Xaq Fixx, of Bureaucrash.com) is lost unless the data can be recovered.

Along with discussions about how the "Obama Plan" will "restore the economy", the Cap n' Trade salesmen claim that this is a "free market alternative" to federal regulations, one which will help reduce "climate emissions", and skirt around the problem of "the commons".
