It would give teh FDA (an unconstitutional agency) sweeping power to regulate small farms and individual growers in their own fields or plots of land. I twold force individual growers and members of Farmers' markets to have to file federal safety paperwork. It would makd it potentially illegal to hold seeds for personal use, it would allow the FDA to send "inspectors" to your home to check on your garden, and woudl allow the FDA to stop sales of your products, without any kind of hearing or trial.
