Federal Reserve Clears First Chinese Buy of a US Bank - Why Is the Fed Involved?

How small is small enough for a transaction to escape federal 'approval'? And since one's time spent on work effects the time he spends in all other aspects of his life, we can see that it is all one continuum, so should the feds step in to tell how we spend our free time, and make that subject to their approval? After all, it could effect our business and vice-versa. It's an endless problem, because they don't realize that our work-lives and our non-work-lives are all one thing: Our lives. As long as we are leading our lives peacefully, what concern is it of others?
