That's how all the FEMA and flood insurance and Natural Disaster Aid got started, by telling people they had to rely on the big, unwieldy and bureaucratic federal gubment for salvation. You mean, it's actually SLOW to repond, and doesn't have the immediate information on hand the way local people handling a problem in their own back yards? WOAH!
