If governments weren't invovled with energy provision, then priate markets would be able to function, allowing people to get the safety measures they wanted. If customers didn't think nuclear (sorry, we ought to say it like George Bush and Jimmy Carter, "NUCULAR") was safe enough while providing the power they wanted, they would choose something else. Meanwhile, the companies trying to offer energy would have to answer to STRICT liability standards, and would have much higher safety protocols.
