Wow, I was pretty surprised to see this. 

"Police chiefs have been warned they could be forced to pay vast compensation bills if they wrongly arrest a person for swearing."

I think it would be very difficult to recieve any sort of compensation from a police officer in the states short of a suit for some significant bodily injury.
