That's easy! It is the formula of "Do what we say or we will hurt you" When you have a bigger developed country telling a smaller under developed country what to do you have peace otherwise everything is chaos. The other option is that without an ongoing war peace marches and protests seem kinda silly so for inspiring more peace marches he gets the award. 

For some odd reason the committee that gives these awards likes giving it to hawkish presidents starting with TR.
